THE HISTORY OF THE FORMATION AND ACTIVITY OF ASHTARAK’S LOCAL SELF-GOVERNMENT BODIES (1919–1920)

Abstract

The article discusses the elections of local self-government bodies, the legal foundations and principles of their organization. It also highlights the existing socio-economic challenges and the measures undertaken by the municipal authorities to overcome them.

The conducted research shows that the newly established local self-government of Ashtarak operated under extremely difficult and unstable conditions. Famine, epidemics, and unemployment directly hindered effective city governance; however, thanks to the efforts of the municipal authorities, it became possible to solve several pressing issues. In particular, anti-epidemic measures were organized, essential goods were obtained to meet the needs of the population, price regulations were introduced to curb inflation, and schools and libraries were reopened.

It can be stated that despite the socio-economic and psychological crisis in the country, the lack of relevant experience, and the low level of legal awareness, the municipal authorities of Ashtarak generally acted in accordance with the principle of public responsibility and contributed to the establishment of social stability.

Thus, the study of the activities of the Ashtarak local self-government shows that the efficiency of community governance is primarily determined by the ability to respond quickly and systematically to challenges, as well as by the citizens’ willingness to participate in community affairs.
